What does the command vouch mean?  Is that like taking back a complaint? 

"Vouch" and "complain" are repbot commands on Fibs, i.e., "tell repbot vouch nick", "tell repbot complain nick".  To withdraw a complain, the command is "tell repbot withdraw nick". To find other commands, "tell repbot help".  To see complaints and vouches, "tell repbot list nick".

The karma feature is used on Fibsboard only.  If your karma is -1 someone has smitten you.  The smite can be reversed by someone applauding you.  Unlike repbot, on Fibsboard, smites and applauds cannot be seen.
