3dfibs problem under win xp

Under my user (no admin privileges) account, while fumbling around, i got an alert advising me to clean up my icon trays. I never saw 3dfibs on the tray.  A report said it was never used.  So, I simply selected okay.  

Now when I try to connect to the fibs board, the connection hangs.  However, I can connect under my administrative account.  I deinstalled and reinstall 3dfibs, but no luck.  

Help!
