How to decide?
I have a situation where both players seem to be around on fibs pretty much on a daily basis, but never at the same time. They both profess to have contacted the other. They both have similar experiences, rating and reputation. What should I do, get rid of them both? They have had a week and the time is running out...
Play one of them instead.
If you win, award the win to the other player (who you are not playing)

Yeah, I can see how this is going to be a problem with longer tourneys.
Perhaps FibsLeaGammon TDs could share some experience on how they handle such situations?
A couple thoughts on how to resolve it (neither perfect here):
- Require all email correspondence between two players to be cc'ed to the TD
- have TourneyBot keep track of who spent more time on FIBS since the start of tourney and give the win to that player
- use RepBot reputation to give the win to the one with higher one
- make TB award it a random
- combination of the above
