I doubt there's a big difference between the plays, but I chose 18/14, 15/13 because big doubles play awkwardly for the other plays.  Look at what happens if we shake a 66 55 or 44 with each play and 18/14, 15/13 looks best.

Of course, the other 33 shakes probably play equally well so it's not a big deal.
