Your one complainer had more experience than your 3 vouchers.  This will balance out and become positive when you have more experience and more vouchers.  Be patient.  This may not matter to most if they take the time to check your rep vouchers and complainers like you have done.  When they see you only have one saved game, most will disregard a bad rep.
