Which jar file to I click?

I just unzipped JavaFIBS2001_v1012.zip.

There are two jar files: JavaFIBS-1.0.12_java13.jar and JavaFIBS-1.0.12_java16.jar. The readme.txt file says to click on the jar file, but it says nothing about which one. 

Can someone please help me understand this more.
